Biographie
Theodore Lefebvre Boulanger was born in St. Isidore, Quebec on May 11, 1855 and was educated at College Ste. Marie in Beauce, Quebec. In March of 1881, he organized the Quebec Garrison Artillery, becoming Captain with the Quebec Field Artillery on May 30, 1881. He was promoted to Brevet Major in March 30, 1891, then to Major in December 1893. In 1899, he was in charge of the 1st “Quebec” Field Battery on May 17, 1899. Major Boulanger commanded the 4th Canadian Mounted Rifles during the Boer War. His exploits in South Africa included his horse being killed from under him at Johannesburg on May 27, 1900, in action at Pretoria and at Diamond Hill in June 1900 and in operations in Transvaal in September 1900, among others. He was employed for instructional purposes with a British Field Battery in the South African theatre, the battery later transferred to China for the latter part of the China War, with Boulanger the only member of the Canadian Army to serve in China. He later joined the organization of military officers that had served in China during the Boxer Rebellion of 1900 and received their medal, the Military Order of the Dragon. In March 1902, he was promoted to Lieutenant Colonel of the 1st Field Battery, later joining the Canadian Ordnance Corps in 1902 and the Canadian Militia on February 16, 1903. Boulanger was removed from the Militia List of Officers and from the Ordnance Corps on May 24, 1906, due to a shortage in his accounts. Upon making up the shortage, he was re-instated as a Lieutenant Colonel in October 1907. He was appointed an Assistant Commissary, Ordnance Stores on December 2, 1907 and retired on July 15, 1913. He is confirmed on the Denby/Roncetti Roll as being with the Royal Canadian Dragoons, Quebec Field Battery (QSA with three clasps) and received his Colonial Auxiliary Forces Decoration in 1902 per Government Order 8.
